Do you have a VPN? Maybe when you connect via a different region you will get a connection to a different server. Those things are most commonly load balanced based on region.
Otherwise you could try to find a free proxy server and dial that into your network config.

I don’t have a VPN but I can try to find a decent free proxy or VPN online later.
I also ran a traceroute on lutris.nyc3.cdn.digitaloceanspaces.com and it dies out 7 hops in. I guess I just have to wait until that link is back.
